You can create Java integrations that will be able to leverage the VMM functionality, but in my experience the LDAP login provided to IBM BPM server's doesn't generally have administrative privileges on the LDAP server (doing so honestly would be a huge security risk). Without that level of privilege I don't think you can create users.
Can you expand upon your use case? There may be another option for doing what you would like to accomplish.
