Process Server is used to deploy the snapshots, it runs the business process defined on BPD's. Process Center is used for managing snapshots, Process Apps, toolkits etc.
We can not set process center as production env.

Process Center will lack functionality to operate as a Process Server e.g. one thing i can think of is the Scheduled UCAs wont run in a PC, there is no app management in Process Center Admin Console similar to Process Server, since it operates on a Tip concept and creates lot of unnamed shanshots with each change, it will also not perform well.
